Dr. Joseph E. Hill served as OCC's second President from 1968-1978.
During his tenure at OCC, he introduced the concept of Educational Sciences, which focused on an indivudualized learning model. Dr. Hill was able to incorporate the revolutionary audio-tutorial instructional method developed by John E. Tirrell, OCC's first President. Dr. Hill was also a pioneer of the cognitive learning movement.
